Government of Sierra Leone Ministry of Health INTEGRATED HEALTH PROJECTS ADMINISTRATION UNIT (IHPAU) Request for Bids Procurement of Medical Equipment (Two-Envelope Bidding Process) Country: Sierra Leone Name of Project: Quality Essential Health Services and Systems Support Contract Title: Procurement of medical Equipment such as stethoscopes, thermometers, Blood pressure apparatus, adult scales, Hospital beds, Pillows, and others as specified in the SOR for spokes and hospitals in Falaba, Western Rural, Bonthe and Tonkolili Districts Loan No./Credit No./ Grant No.: IDA-D9380, TF-C8629, TF-B7266 RFB Reference No.: SL-MOHS-572403-GO-RFB The Ministry of Health (MoH) has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP) and intends to apply part of the proceeds toward payments under the contract for Procurement of medical Equipment such as stethoscopes, thermometers, Blood pressure apparatus, adult scales, Hospital beds, Pillows, and others as specified in the SOR for spokes and hospitals in Falaba, Western Rural, Bonthe and Tonkolili Districts. The Integrated Health Projects Administration Unit of the Ministry of Health now invites bids from eligible Bidders with experience in supplying Medical Equipment. The goods are to be delivered within a maximum of 120 Calendar days from the date of Contract signature/effectiveness .

The goods are to be delivered to the National Medical Supplies Agency (NMSA) Medical Stores, New England Ville, Freetown, Sierra Leone. No margin of preference is applicable. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" dated July 2016 and revised in November 2017, August 2018, November 2020, September 2023 and February 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20% and for Bid cost: 80 %. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Thousand Leones (Le 2,000) or equivalent in any freely convertible currency. The bidding document will be sent via email at the request of interested Bidders upon receipt of evidence of payment. MoH would not accept liability for loss in transmission or late delivery.

Bids must be delivered to the address above on or before Friday 13th November 2026, at 1:00pm . Electronic Bidding will not be permitted, and Late Bids will be rejected and returned unopened to bidders.

The outer Bid envelopes marked "Original Bid", and the inner envelopes marked "Technical Part" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on Friday 13th November 2026, 1:05pm . All envelopes marked "Second Envelope: Financial Part" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8.

All Bids must be accompanied by a Bid-Securing Declaration, Business Registration Certificate, Valid National Social Security Insurance Certificate or applicable equivalent, Valid National Revenue Tax Clearance Certificate (with business registered TIN number), the last three years audited Financial Statements, documentary evidence of experience in supplying medical equipment and/or similar goods in accordance with the qualification requirements in Section III. All International registered firms shall not be required to submit the below required documents. International firms must submit applicable document in their country of registration. • A valid Tax Clearance Certificate (with business registered TIN number). • A valid NASSIT Clearance Certificate.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
