National Open Tender Notice (AAO) Tender No: N°MSP/PDCH/AON/F/011/2026 Project: Human Capital Development Project (PDCH) Purchaser: Ministry of Public Health / Human Capital Development Project (PDCH) Country: Burundi Contract Title: Purchase of 20 4x4 all-terrain vehicles for the CPVV (05) five provinces Grant No: E3570 (P180925) Issued on: 30/07/2026 The Government of the Republic of Burundi / Ministry of Public Health has received financing from the World Bank to finance the Human Capital Development Project (PDCH) and intends to use part of this financing to make payments under the contract for the supply of 20 4x4 all-terrain vehicles for the CPVV of the (05) five provinces, BI-MOH-524688-GO-RFB. The Ministry of Public Health / PDCH invites sealed bids from eligible bidders that meet the required qualifications to supply 20 4x4 all-terrain vehicles for the CPVV of the (05) five provinces. This contract is subdivided into two (02) lots, namely: Lot 1: 15 Four-wheel drive utility vehicles (Station wagon) Lot 2: 5 Four-wheel drive double cab pickups (DC, 4x4) Each lot constitutes a separate contract.

The delivery time for each lot is 5 months. Related services include the execution of registration formalities and settlement of miscellaneous fees. 3.

Procurement will be conducted through National Competitive Bidding (NCB) as defined in the World Bank's "Procurement Regulations for IPF Borrowers", September 2023 Edition, and is open to all bidders from eligible countries as defined in said Regulations. 4. Eligible and interested bidders may obtain information from the secretariat of the Head of Human, Material and Financial Resources Action of the Ministry of Public Health / Human Capital Development Project, Mr.

Jean Charles NTAHIMPERA, charles.ntah@yahoo.fr, and inspect the bidding documents during office hours from 7:30 a.m. to 12:00 p.m. and from 12:30 p.m. to 3:30 p.m., local time, at the address mentioned below. 5. Interested and eligible bidders may obtain a complete Bidding Document in French upon written request to the address mentioned below and against a non-refundable payment of three hundred thousand Burundian Francs (300,000 FBU) or in a freely convertible currency, of which half (150,000 FBU) is to be paid into Account No.

1101/001.04 opened at the BRB for "non-tax revenue" and the other half (150,000 FBU) into account no. 0201-0071685-49 opened at the BCB for the benefit of Health Care Strengthening. The bidding document may be collected directly from the address indicated below for resident bidders and by airmail for foreign bidding candidates.

6. Bids must be delivered to the following address at the latest on 18/09/2026, at 10:00 a.m., local time of Bujumbura (GMT +2). Electronic submission of bids will not be permitted.

Late bids will be rejected. Bids will be publicly opened in the presence of bidders' representatives and anyone choosing to attend at the address mentioned below on 18/09/2026 at 10:30 a.m., local time of Bujumbura (GMT + 2). 7.

All bids must be accompanied by a bid security in the amount of: Lot 1: Thirty million Burundian Francs (30,000,000 FBU) or its equivalent in a freely convertible currency Lot 2: Nine million Burundian Francs (9,000,000 FBU) or its equivalent in a freely convertible currency The bid security shall be in the form of an on-demand bank guarantee. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the selected bidder, as part of the Notification of Contract Award, using the Beneficial Ownership Disclosure Form as included in the bidding document.
