The Government of the Republic of Madagascar has received a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to apply part of the sums granted under this financing to make payments under the contract for the supply of safety materials and equipment for Toamasina and Tolagnaro airports: perimeter remote monitoring system, radiocommunication equipment, bird-scaring system, Single indivisible lot, 02-ADEMA-F-PTML/2026. 2.

The PTML Project Coordination Unit / Aéroports De Madagascar (ADEMA) invites sealed bids from eligible bidders that meet the required qualifications for the on-site supply of safety materials and equipment for Toamasina and Tolagnaro airports: perimeter remote monitoring system, radiocommunication equipment, bird-scaring system. The execution period is seven (07) months after the Service Order to commence services. Inspections and tests will be carried out at the final destinations.

The warranty period shall be twenty-four (24) months after delivery. No margin of preference is granted under this call for bids. 3.

The procurement of the Contract will be conducted by International Competitive Bidding (ICB) as defined in the World Bank's "Procurement Regulations for IPF Borrowers" seventh edition September 2025, and is open to all bidders from eligible countries as defined in said Regulations. 4. Bids will be evaluated in accordance with the evaluation process defined in the bidding documents.

The following weightings will apply to the rated criteria (including technical and non-price factors): 30% and for the cost of the Bid: 70%. 5. Eligible and interested bidders may obtain information from the PTML Project Coordination Unit and inspect the bidding documents during office hours from 09:00 to 16:00 Madagascar time at the address mentioned below.

6. Interested and eligible bidders may obtain a complete bidding document in French by submitting a written request to the address mentioned below. The bidding document will be sent electronically or can be collected from the PTML Project Coordination Unit.

7. Bids must be submitted to the address below no later than October 09, 2026 at 14:00 (Madagascar time). Electronic submission of bids will not be permitted.

Late bids will not be accepted. The outer envelopes of Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of Bidders' representatives and any person choosing to be present at the address mentioned below immediately after the deadline for submission of bids. All envelopes marked "FINANCIAL PART SECOND ENVELOPE" must remain unopened and will be kept in a secure place by the Buyer until the second public opening.

8. Bids must include a Bid Security in the amount of: TWELVE THOUSAND FIVE HUNDRED US DOLLARS (12,500 USD) or its equivalent in a freely convertible currency. 9.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the winning Bidder, as part of the Notice of Award of Contract, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
