MINISTRY OF INFRASTRUCTURE AND NATURAL RESOURCES São Tomé and Príncipe Digital Project Implementation Unit Tender Notice Request for Proposals Non-consulting services Employer: São Tomé and Príncipe Digital Project Implementation Unit Project Name: São Tomé and Príncipe Digital Project Contract Title: Supply, installation, configuration, commissioning and maintenance of internet connections for selected public schools in São Tomé and Príncipe Grant No.: IDA-E0730 RFB No.: 46/S/DSTP/2026 Issued on: August 10, 2026 The Government of the Democratic Republic of São Tomé and Príncipe has received financing from the World Bank to finance the São Tomé and Príncipe Digital Project, and intends to apply part of the proceeds to payments under the contract for Supply, installation, configuration, commissioning and maintenance of internet connections for selected public schools in São Tomé and Príncipe. The Ministry of Education, Culture, Science and Higher Education (MECCES) through the STP Digital Project Implementation Unit (PIU) invites eligible bidders to submit sealed proposals for the Supply, installation, configuration, commissioning and maintenance of internet connections for selected public schools in São Tomé and Príncipe. Bidding will be conducted through a national competitive procurement process, using a Request for Bids (RFB), as specified in the World Bank's "Procurement Regulations for IPF Borrowers", dated September 2025 (Seventh Edition) ("Procurement Regulations") and applied to qualified Bidders, as defined in the Procurement Regulations.

Interested and eligible bidders may obtain further information from the STP Digital Project Implementation Unit, Ministry of Infrastructure and Natural Resources, São Tomé. E-mail: daniel.vaz@afap.st or digital.procurement@afap.st and consult the bidding document during office hours from 08:00 to 17:00 at the address indicated below. Companies legally incorporated and duly licensed to provide telecommunications services in the Democratic Republic of São Tomé and Príncipe, in accordance with applicable national legislation for the sector, namely the Electronic Communications Law and other regulations issued by the competent regulatory authority, are eligible.

It is a mandatory condition of eligibility to present proof of a valid license issued by the General Regulatory Authority (AGER). The Bidding Document, written in Portuguese, may be obtained by interested eligible bidders upon written request to the address indicated below, and will be subsequently sent by e-mail. Bids must be delivered to the address below by October 1, 2026.

Electronic bids will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on October 1, 2026.

All bids must be accompanied by a Bid Securing Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
