NOTICE OF OPEN REQUEST FOR QUOTATIONS For the supply of safety materials and equipment in the airports of Toamasina and Tolagnaro: 02 line marker machines (runway markings) (Single-Envelope Process) Country: Madagascar Contracting Authority: Ministry of Transport and Meteorology (MTM) - Airports of Madagascar (ADEMA) Project: Multimodal Transport and Logistics Project (PTML) Financing: Credit A: IDA SUW 8005-MG, Credit B: IDA 8004-MG Contract Title: Supply of safety materials and equipment in the airports of Toamasina and Tolagnaro: 02 line marker machines (runway markings) RFQ No: 05-ADEMA-F-PTML/2026 Launch Date: July 27, 2026 Amended on: August 7, 2026 1. The Government of the Republic of Madagascar has requested a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to use part of the sums granted under this financing to make payments provided for under the contract for the supply of safety materials and equipment in the airports of Toamasina and Tolagnaro: 02 line marker machines (runway markings). 2.

The PTML Project Coordination Unit / Airports Of Madagascar (ADEMA) solicits closed bids from eligible bidders having the required qualifications to supply two (02) line marker machines (runway markings). The execution period is ONE HUNDRED AND FIVE (105) days after the Service Order to commence services. Inspections and tests will be carried out at the final destination locations (Toamasina Airport and Tolagnaro Airport).

The warranty period will be twelve (12) months after delivery. No margin of preference is granted under this Request for Quotations. 3.

The procedure will be conducted by national competitive bidding using a Request for Quotations as defined in the "World Bank Procurement Regulations for IPF Borrowers" seventh edition, September 2025. 4. Eligible and interested bidders may obtain information from the Multimodal Transport and Logistics Project (PTML), located on the Ground Floor, Maison des projets, Enceinte Agence Routière à Alarobia, 101 Antananarivo and inspect the Request for Quotations during office hours from 09:00 a.m. to 4:00 p.m. at the address mentioned below.

5. Interested and eligible bidders may obtain a complete bidding document in French in electronic version by making a written request to the address mentioned below. 6.

Quotations must be submitted to the following address: Multimodal Transport and Logistics Project (PTML), Ground Floor, Maison des projets, Enceinte Agence Routière à Alarobia 101 Antananarivo no later than September 30, 2026 at 10:00 a.m. Submission of quotations by electronic means will not be authorized. Late quotations will not be accepted.

Quotations must be valid for a period of one hundred and twenty (120) days from the deadline set for the submission of quotations. Quotations will be opened immediately after the deadline for submission of quotations, in the presence of representatives of bidders who wish to attend at the address mentioned below. 7.

Quotations must be accompanied by a "Bid Securing Declaration" in accordance with the model provided in the Request for Quotations Document. 8.
