Issued on: August 12, 2026 The Ministry of Social Action, National Solidarity and Humanitarian Affairs has received a Grant from the World Bank to finance the Adaptive and Productive Social Safety Nets Project (PFSAP) and intends to use part of this Grant to make payments under Orders that may be awarded pursuant to the Framework Agreement (FA) concluded following a Primary Procurement Procedure.

The PFSAP project management unit conducts the Primary Procurement of Contracts in order to conclude a Framework Agreement. The Procurement Agency is the sole Procurement Agency under the Framework Agreement. The PMU invites sealed bids from eligible Bidders to provide cash transfer payment services for the benefit of one hundred and thirty thousand two hundred (130,200) beneficiary households of the Adaptive and Productive Social Safety Nets Project.

The services cover the entire operational chain of social payments, from the preparation of beneficiaries to the closure of each payment campaign. It integrates in particular the supply of mobile phones intended for beneficiaries, the provision and activation of SIM cards, the opening and management of Mobile Money accounts, electronic transfers in covered zones, secure physical payments in non-covered zones, as well as all related services essential to the proper execution of operations. The services are planned to be executed over two (02) years.

The Framework Agreement to be concluded will be a Single-User Agreement. The Single-User authorized to purchase under the Framework Agreement is the Adaptive and Productive Social Safety Nets Project Management Unit. The Framework Agreement to be concluded will be with a Single Service Provider.

The selection of a Service Provider within the framework of an FA for the award of Orders will be carried out by a Secondary Procurement Procedure as defined in the Framework Agreement (FA). The conclusion of the Framework Agreement will require acquiring services by Orders. The call for tenders will be conducted through national competitive bidding using an Invitation to Tender (ITT) as defined in the "World Bank Procurement Regulations for IPF Borrowers, July 2016, revised in November 2017, August 2018, November 2020, September 2023" ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations.

Bidders must submit a Bid in a single lot. The Framework Agreement is concluded for a duration of three (03) years from the duration indicated in the Framework Agreement. The initial duration may be extended by a maximum of two additional years, if necessary.

The Primary Procurement Procedure will establish a Closed Framework Agreement. Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weightings will apply to scored criteria (including technical and non-price factors): 70% for the technical offer and 30% for the financial offer.

Interested and eligible bidders may obtain information from the Adaptive and Productive Social Safety Nets Project in N'Djamena, Mrs. SOLKAM NADJALDI Désirée, National Coordinator, manuella0530@yahoo.fr or coordopfsap@gmail.com and inspect the bidding documents at the address mentioned below, from 8 a.m. to 3 p.m. Monday to Thursday and from 8 a.m. to 11 a.m. on Friday.

The Bidding Document in French language may be purchased by any interested Bidder upon written request to the address below against a non-refundable payment of five hundred thousand (500,000) CFA francs. Payment will be made directly to the Project Management Unit (PMU) of the PFSAP against a receipt. The bidding document may be collected directly or will be sent by email (at the candidate's expense).

Bids must be submitted to the address below no later than September 11, 2026 at 10:00 a.m. Electronic submission of Bids will not be permitted. Any Bid arrived after the expiration of the deadline for submission of bids will be rejected.

The outer envelopes of the Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the representatives of the Bidders and persons present, at the address below; on September 11, 2026 at 10:30 a.m. at the Headquarters of the PFSAP Coordination, N'Djamena-Sabangali district behind the technical commercial high school. All envelopes marked "SECOND ENVELOPE - FINANCIAL PART" must remain closed and will be kept in a safe place by the Procurement Agency until the second public opening. Particular attention should be paid to the Procurement Regulations which require the Borrower to disclose information on the beneficial ownership of the beneficiary, at the same time as the publication of the notification of award of the framework agreement, using the Beneficial Ownership Disclosure Form included in the Bidding Document.
