Specific Procurement Notice Request for Bids Small Works (One-Envelope Bidding Process) Employer : Unidade de Gestão de Projetos Especiais (UGPE) | Ministério das Finanças Project: Resilient Tourism and Blue Economy Development in Cabo Verde Project Contract title: Works of rehabilitation of the quay and surrounding adjacent areas, including upgrades and support works for Tarrafal Beach Country: Republic of Cabo Verde Credit No.: IDA-71260 RFB No: 78/RTBED/UGPE/2025-1-2 Issued on: August 25, 2026 The The Government of the Republic of Cabo Verde has received financing from the World Bank toward the cost of the Resilient Tourism and Blue Economy Development Project and intends to apply part of the proceeds toward payments under the contract for Works of rehabilitation of the quay and surrounding adjacent areas, including upgrades and support works for Tarrafal Beach . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing The implementing agency, Unidade de Gestão de Projectos Especiais (UGPE), now invites sealed Bids from eligible Bidders for Works of rehabilitation of the quay and surrounding adjacent areas, including upgrades and support works for Tarrafal Beach. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers, dated September 2025 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Unidade de Gestão de Projectos Especiais (UGPE) and inspect the bidding document during office hours from 8 a.m. until 4 p.m. (local time), during working days, at the address given below . In addition, please refer to paragraphs 3.14, 3.15 and 3.17 setting forth the World Bank's policy on conflict of interest. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below or via the UGPE website https://ugpe.gov.cv/en/concursos .

Bids must be delivered to the address below on or before October 06 , 2026 at 3:00 PM (CV time) . Electronic Bidding will be permitted. Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below by October 06, 2026 at 3:30 PM (CV time). All Bids must be accompanied by a Bid Security, in a form of a Bank Guarantee of 76.000 USD (seventy-six thousand UDS). All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
