IFB No.: 07-ADEMA-F-PTML/2026 Issued on: July 29, 2026 Rectified on: August 07, 2026 The Government of the Republic of Madagascar has applied for a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to apply part of the proceeds of this financing to make payments under the contract for the supply of DME (Distance Measuring Equipment) and NDB (Non Directional Beacon) equipment for Tolagnaro airport, divided into two (02) lots, each lot being indivisible.

The PTML Project Coordination Unit / Aéroports De Madagascar (ADEMA) invites sealed bids from eligible and qualified bidders for the supply of air navigation aid equipment for Tolagnaro airport, divided into 02 lots: Lot 01: supply and delivery of NDB (Non Directional Beacon) equipment, and Lot 02: supply and delivery of DME (Distance Measuring Equipment) equipment, including factory acceptance and on-site training. The execution periods are eight (08) months for Lot 01 and ten (10) months for Lot 02 after the Service Order to commence the services. Inspections and tests will be carried out at the factory and at the final destination.

The warranty period shall be twenty-four (24) months after delivery. No margin of preference is granted under this invitation for bids. Procurement will be conducted through International Competitive Bidding (ICB) as defined in the World Bank's "Procurement Regulations for IPF Borrowers" seventh edition September 2025, and is open to all eligible bidders as defined in said Regulations.

Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weights shall apply to the scored criteria (including technical and non-price factors): 30% and for the cost of the Bid: 70%. Eligible and interested bidders may obtain further information from the PTML Project Coordination Unit and inspect the bidding documents during office hours from 09:00 to 16:00 Madagascar time at the address mentioned below.

Interested and eligible bidders may obtain a complete bidding document in French by submitting a written request to the address mentioned below. The bidding document will be sent electronically or can be collected from the PTML Project Coordination Unit. Bids must be delivered to the address below no later than October 12, 2026 at 10:00 hours, (Madagascar time).

Electronic submission of bids will not be permitted. Late bids will be rejected. The outer envelopes of Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of Bidders' designated representatives and anyone who chooses to attend at the address mentioned below immediately after the deadline for bid submission.

All envelopes marked "FINANCIAL PART SECOND ENVELOPE" shall remain unopened and will be safely kept by the Purchaser until the second public opening. Each lot must include a Bid Security in the amount of: TWO THOUSAND NINE HUNDRED AND FIFTY US DOLLARS (2,950 USD) for lot 1 or its equivalent in a freely convertible currency and TWO THOUSAND US DOLLARS (2,000 USD) for lot 2 or its equivalent in a freely convertible currency. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
