Specific Procurement Notice Request for Bids Goods; (One-Envelope Bidding Process) Country: Federal Democratic Republic of Ethiopia Purchaser: Ministry of Revenue Project: Governance Modernization to Enable Efficient Service Delivery Project (P178808) Contract title: Supply, Installation and Commissioning of Video Conference Facilities for Meeting Rooms (Interactive Flat Panel Displays-IFPDs) Credit No.: 7619-ET RFB No: ET-MOR-474917-GO-RFB Issued on: October 2, 2026 1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enable Efficient Service Delivery Project (P178808) and intends to apply part of the proceeds toward payments under the contract for Procurement of Video Conference Facilities for Meeting Rooms (Interactive Flat Panel Displays-IFPDs). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments which the proposal provides to be made through a letter of credit.

The Ministry of Revenue now invites sealed Bids from eligible Bidders for the Procurement of Video Conference Facilities for Meeting Rooms (Interactive Flat Panel Displays-IFPDs); the goods delivery site will be at Ministry of Revenue, Head Office in Addis Ababa, Ethiopia and the delivery duration is expected to be two-month. 3.

Bidding will be conducted through National competitive procurement procedure using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" September 7th, 2025, edition ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Ministry of Revenue, at the address provided below and inspect the Bidding document during office hours from 8:30 AM to 12:30 PM and 13:30 to17:00 PM local time, from Monday to Friday at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 400 (ETB Four Hundred) or the equivalent amount in freely convertible currency. The method of payment will be in cash or cashier's check.

The soft copy of the RFB may be sent by email upon request by potential suppliers. However, the Purchaser does not take responsibility for any additions or omissions in the RFB. 6.

Bids must be delivered to the address below on or before 10:00 AM on November 2, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on November 2, 2026, at 10:00 AM Ethiopian Time, immediately after bid closing. 7. All Bids must be accompanied by a Bid Security of ETB 100,000.00 (ETB One Hundred Thousand), or equivalent amount in freely convertible currency using the exchange rate of 10 days before the date of bid submission, i.e., October 23, 2026 8.
