The procurement will be conducted through the Electronic Government Procurement (eGP) System, with each items being treated as a one lot. Grant No.: Tf0C8111 RFB Reference No.: RFB No: ET-EAES-565371-GO-RFB The Government of the Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank towards the cost of implementation of Grant Facility for Project Preparation Trust Fund (GFPP) in relation to: Ethiopia Education Assessment and Examination Service Additional Financing (P501017) and intends to apply part of the proceeds toward payments under the contract for Procurement of Tablets, All in one Desktop Computer, Enterprise Centralized Storage Server , High-Performance AI-Ready Student data and Assessment server and Scanner .
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing . The Education Assessment and Examination Service now invites sealed Bids from eligible Bidders for the Tablets, All in one Desktop Computer, Enterprise Centralized Storage Server , High-Performance AI-Ready Student data and Assessment server and Scanner. T he procurement is intend to conduct through the eGP system, with Lots treated as one lot/bid.
Qualification Requirements: In Addition to the requirements listed below, the bidders are encouraged to read and respond to the exhaustive list of post qualification requirements specified in the RFB Section III. Financial Capability : The Bidder shall submit audited financial statements for the last 3(three) years (2015 E/C to 2017E/C) to evaluate the financial capability of the supplier as follows. Current Ratio: The Bidder shall demonstrate a current ratio of ≥ 1.2 in each of the last three (3) audited financial years (2015, 2016, and 2017 E.C.) The calculation shall be based on the audited balance sheet for each respective financial year.
Failure to achieve a current ratio of 1.2 or higher in any one of the three years shall result in the Bidder being determined non-responsive to this qualification requirement . Average Annual Turnover: amount is ETB 60 million. Financial Resources: The Bidder shall demonstrate access to liquid assets, or lines of credit amount ETB 4 Million Specific Experience : The Bidder shall have successfully completed, within the last three (3) years (2015 E/C to 2017 E/C) preceding the bid submission deadline, either one (1) or two (2) contracts that are similar in nature and complexity to the Goods and Related Services under the Contract.
The minimum value of the contract(s) shall be as follows: Lot No. Option 1: One (1) Similar Contract (Minimum Value) Option 2: Two (2) Similar Contracts (Minimum Value of Each Contract) Lot 1 ETB 28,000,000 ETB 14,000,000 Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" (July, 2016; revised November, 2017; and July, 2018; November 2020, Sept. 2023 and Feb.
2025 "Procurement Regulations"), which can be found at the following website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement regulations. This procurement will be conducted through the eGP system, with each items being treated as one lot/bid.
Interested eligible bidders may obtain further information from the Educational Assessment and Examination Service, Executive for Procurement in the1st floor room no. 109 Building, during office hours from 8:30 a.m. to 12:30 p.m. in the morning and 1:30 p.m. to 4:30 p.m. in the afternoon. The English version of bidding document can be obtained paying ETB 200 from the eGP system.

The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. The client reserves the right to accept or reject the bid partially or totally.
