The Government of the Republic of Madagascar has applied for a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to use part of the sums granted under this financing to make payments under the contract Supply of safety materials and equipment at Toamasina and Tolagnaro airports (rolling stock): 1st intervention vehicles, fire truck and tractors with rotary slashers, 01-ADEMA-F-PTML/2026. 2.

The Project Coordination Unit PTML / Aéroports De Madagascar (ADEMA) solicits closed bids from eligible bidders meeting the required qualifications to supply safety materials and equipment at Toamasina and Tolagnaro airports (rolling stock): 1st intervention vehicles, fire truck and tractors with rotary slashers as well as on-site training. The execution period is ELEVEN (11) MONTHS after the Service Order to commence the services. Inspections and tests will be carried out at shipment and at the final destination sites.

The warranty period will be twenty-four (24) months after delivery. No margin of preference is granted under this invitation to bids. 3.

Procurement will be conducted through International Competitive Bidding (ICB) as defined in the World Bank's "Procurement Regulations for IPF Borrowers" seventh edition September 2025, and open to all bidders from eligible countries as defined in said Regulations. 4. Bids will be evaluated in accordance with the evaluation process defined in the bidding documents.

The following weightings will apply to the scored criteria (including technical and non-price factors): 30% and for the cost of the Bid: 70%. 5. Eligible and interested bidders may obtain information from the PTML Project Coordination Unit and review the bidding documents during office hours from 09:00 a.m. to 04:00 p.m.

Madagascar time at the address mentioned below. 6. Interested and eligible bidders may obtain a complete set of bidding documents in French by submitting a written request to the address mentioned below.

The bidding document will be sent electronically or can be collected from the PTML Project Coordination Unit. 7. Bids must be submitted to the address below no later than October 15, 2026 at 14:00 hours, (Madagascar time).

Electronic submission of bids will not be permitted. Late bids will not be accepted. The outer envelopes of Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of Bidders' representatives and anyone choosing to be present at the address mentioned below immediately after the deadline for submission of bids.

All envelopes marked "FINANCIAL PART SECOND ENVELOPE" must remain unopened and will be kept in a safe place by the Purchaser until the second public opening. 8. Bids must include a Bid Security in the amount of: SIX THOUSAND DOLLARS (6,000 USD) or its equivalent in a freely convertible currency.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the selected Bidder, as part of the Contract Award Notification, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
