The Government of the Republic of Madagascar has applied for a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to apply part of the proceeds of this financing to make payments under the contract for the Supply and installation of two (02) 150 kVA generator sets at Toamasina and Tolagnaro Airports. 2.

The Project Coordination Unit PTML / Airports Of Madagascar (ADEMA) solicits closed bids from eligible bidders having the required qualifications to provide the Supply and installation of two (02) 150 kVA generator sets (Toamasina and Tolagnaro Airports). The execution period is NINETY (90) DAYS after the Service Order to begin the services. Inspections and tests will be carried out at the final destination locations (Toamasina Airport and Tolagnaro Airport).

The warranty period will be twelve (12) months after delivery. No margin of preference is granted under this Request for Bids. 3.

The procedure will be conducted by national competitive bidding using a Request for Bids as defined in the "World Bank Procurement Regulations for IPF Borrowers" seventh edition, September 2025. 4. Eligible and interested bidders may obtain information from the Multimodal Transport and Logistics Project (PTML), located on the Ground Floor, Maison des projets, Enceinte Agence Routière à Alarobia, 101 Antananarivo and inspect the Bidding Document during office hours from 08:00 AM to 04:00 PM at the address mentioned below.

5. Interested and eligible bidders may obtain a complete set of Bidding Documents in French in electronic version by submitting a written request to the address mentioned below. 6.

Bids must be submitted to the following address: Multimodal Transport and Logistics Project (PTML), Ground Floor, Maison des projets, Enceinte Agence Routière à Alarobia 101 Antananarivo no later than October 02, 2026 at 10:00 AM local time. Electronic submission of quotations will not be allowed. Late quotations will not be accepted.

Bids must be valid for a period of one hundred and twenty (120) days from the deadline fixed for the submission of quotations. Bids will be opened immediately after the bid submission deadline, in the presence of bidders' representatives who choose to attend at the address mentioned below. 7.

The bid must include a Bid Security for the amount of: NINE MILLIONS OF ARIARY (MGA 9,000,000.00) 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the winning Bidder, as part of the Notification of Intention to Award the Contract, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
