02: Rehabilitation works for the TAMATAVE I FARAFATY building LOT NO. 03: Rehabilitation works for the TAMATAVE II building LOT NO. 04: Rehabilitation works for the TAMATAVE IV building LOT NO.

The DECIM Project Coordination Unit (PCU) hereby invites eligible bidders to submit sealed bids for the execution of the Rehabilitation works for JIRAMA buildings in Toamasina following cyclone damage in six (06) Lots. The total execution period for the works is four (04) months.

3. Procurement will be conducted through national competitive procurement using a Request for Bids (RFB) document as defined in the "World Bank Procurement Regulations for IPF Borrowers" under Investment Project Financing - seventh edition September 2025 of the World Bank ("Procurement Regulations"), and is open to all eligible bidders. 4.

Interested eligible bidders may obtain further information from the DECIM PCU and inspect the Request for Bids document during office hours from 09:00 to 16:00 (local time) at the address given below. 5. The Request for Bids document in French may be obtained by any interested bidder upon the submission of a written application via email stating the bidder's full contact details (Bidder's name, full physical address, email address, telephone) to the address below.

The Request for Bids document can be downloaded from the DECIM Project website: www.decim.mg 6. Bids must be delivered to the address below at or before October 1, 2026 at 10:00 sharp (local time) by physical courier in a closed envelope with one (01) original and two (02) copies, bearing the mention: "Rehabilitation works for JIRAMA buildings in Toamasina following cyclone damage in six (06) Lots - RFB No.: 024-AO /2026/DECIM Lot .....". Submission of bids by electronic means will not be permitted.

Any bid received after the bid submission deadline will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend the bid opening at the address indicated below on October 1, 2026 at 10:00. 7.
