REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES - FIRMS ONLY Name of Project Secondary Education Equity and Quality Improvement Program (SEEQIP) Loan No/Credit No/ Grand Number P501648 Assignment Title Consultancy for the Implementation of Communication Media and Brand Strategy for TSC Procurement Plan Ref Number TSC/SEEQIP/EOI/001/2026-2027 Country of Delivery Kenya The Teachers Service Commission has received funding from the World Bank towards the cost of the Secondary Education Equity Quality Improvement Project (SEEQIP) and intends to apply part of the proceeds to implement a Communication Media and Brand Strategy for the Commission. The service includes the Implementation of Communication Media and Brand Strategy for the Commission. OBJECTIVES OF THE ASSIGNMENT A comprehensive and integrated Media Communication and Brand Strategy that enhances the visibility, credibility, stakeholder engagement, and reputation of the Commission specifically to the following : Review, update, and support the implementation of the communications and Stakeholder engagement in line SEEQIP programmes Develop specific guidelines on how the Commission's platforms could be used to improve the image of the Commission, from a branding perspective; Provide professional and effective continuous communication services based on the existing Communication Strategy of the Commission; Plan and implement the stakeholder's targeted events in consultation with the Commission; Review and assess the existing communication structures, tools, and practices of the Commission; Evaluate stakeholder perceptions and communication needs and advise the Commission; Strengthen a strong institutional brand positioning and identity framework; Strengthen an integrated internal and external communication strategy; Strengthen digital and media engagement frameworks; Strengthen a crisis communication and reputation management framework; Provide practical implementation guidelines and monitoring tools for communication and branding; Build internal capacity for sustainable communication and brand management.

Develop a crisis communications strategy and implementation plan for the Commission Design and produce communication and awareness materials such as brochures, fliers, bill boards, adverts, etc. for the Commission. Develop and implement a media management and mobilisation plan. Respond promptly to queries and concerns by the media community on the Commission programmes and projects.

2.0 Scope of the Assignment The Consultant shall undertake the above objectives, and including, without limitation, to the performance of the following tasks: Conduct a stakeholder's mapping through identification of key stakeholders (both primary and secondary), analyse communication needs, expectations and perceptions to inform effective engagement and execution of the TSC media and communication activities; Develop a communications plan for the for the Secondary Education Equity and Improvement Program (SEEQIP) Programmes; Liaise with the Education sector agencies in streamlining messaging for the Secondary Education Equity and Improvement Program (SEEQIP) Programmes; Provide technical support in messaging and all communication activities involving the Mwalimu health insurance scheme. Strengthen the quality of speech writing and generation of content for both print, broadcast and social media. Design and layout publications and communication information materials.

Provide technical support to all TSC day-to-day communication programmes. Development of the monthly Teachers Newsletter, Mwalimu News Based on the Communication's Strategy, draw quarterly implementation plans for driving the overall communication and branding activities for the commission. Bolster the corporate identity of the Commission among key stakeholders in line with the branding guidelines.

Develop talking points, speeches, press releases, articles and visual media products on Commission. Offer photography, video services, short videos as well as newspaper/electronic supplements and adverts that may be required to enhance the TSC's visibility in the media. Provide continuous media monitoring services (covering the press, TV, Radio and social media) on the Commission.

Execute public relations programmes and strategies to promote the mandate of the Commission. The Teachers Service Commission now invites interested and eligible consulting firms ("Consultants") to express their interest for the provision of the Implementation of Communication Media and Brand Strategy.

Interested Consulting firms should provide information demonstrating their qualifications, and relevant experience to perform the assignment. The shortlisting criteria are: Core Business and Years in Business : The firm must be registered/incorporated as a consulting firm with experience and skills in Public Relations/media and Communication Strategies for reputable organizations including government agencies with a minimum of 10 years of professional experience in implementing successful media and communication programmes. Relevant Experience: The firm must demonstrate experience in performance of media communication and having successfully executed and completed at least two (2) project assignments of a similar nature and complexity, and in a similar operating environment in the last eight (8) years.

Must provide evidence of similar Assignments including: Name and address of the client, Scope of the Assignment, Contract Value, and Period of the Assignment, and; Recommendation letters from the two (2) clients. Technical and Managerial Capability of the Consulting Firm: The consulting firm must demonstrate adequate technical and managerial capability to undertake this assignment, supported by submission of a company profile, organizational structure, and availability of suitably qualified experts. The Lead/Key personnel of the firm must have a 10-year experience working in the media sector.

Bidders who submitted Expressions of Interest under the previous advertisement shall not be required to submit fresh applications, but may update or supplement their submissions before the new closing date should they wish to do so, with all applications to be evaluated together after the close of the re-advertisement. The attention of interested Consulting Firms is drawn to Section III, paragraphs, 3.14, 3.16, 3.17 and 3.19 of the World Bank's "Procurement Regulations for IPF Borrowers " September 2025 Seventh Edition, setting forth the World Bank's policy on conflict of interest. Consulting Firms or Individual Consultants involved in Banks Procurements should not participate Interested and eligible consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Expressions of interest must be submitted/delivered and placed in the tender box located at Teachers Service Commission Podium Wing Ground Floor in a plain sealed envelope clearly marked Consultancy for the Implementation of Communication Media and Brand Strategy for TSC - TSC/SEEQIP/EOI/001/2026-2027 on or before Wednesday 14th October, 2026 at 10.00 a.m. EAT .
