IFB No.: 06-ADEMA-F-PTML/2026 Release Date: July 29, 2026 Amended on: August 07, 2026 The Government of the Republic of Madagascar has received a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to use part of the sums granted under this financing to make payments under the contract Supply of air navigation aid equipment for Tolagnaro airport, divided into two lots, IFB No. 06-ADEMA-F-PTML/2026.

Each lot is indivisible. The Project Coordination Unit PTML / Aéroports De Madagascar (ADEMA) solicits closed bids from eligible bidders having the required qualifications to supply the Supply and installation of air navigation aid equipment for Tolagnaro airport, divided into two lots: Lot 01: PAPI (Precision Approach Path Indicator). Lot 02: Runway lighting system.

The site is Tolagnaro Airport Madagascar. The maximum execution period is EIGHT (08) MONTHS for LOT 1 and TEN (10) MONTHS for LOT 2 after the Service Order to start the services. Inspections and tests will be carried out at the factory and at the final destination place.

A site visit is strongly recommended and will be held at Tolagnaro Airport on September 08, 2026 at 09:00 AM. The warranty period shall be twenty-four (24) months after delivery. No margin of preference is granted under this call for tenders.

Procurement will be conducted through International Competitive Bidding (ICB) as defined in the World Bank's "Procurement Regulations for IPF Borrowers" seventh edition September 2025, and open to all bidders from eligible countries as defined in said Regulations. Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weightings will apply to scored criteria (including technical and non-price factors): 30% and for the cost of the Bid: 70%.

Eligible and interested bidders may obtain information from the PTML Project Coordination Unit and examine the bidding documents during office hours from 09:00 to 16:00 Madagascar time at the address mentioned below. Interested and eligible bidders may obtain a complete bidding document in French by submitting a written request to the address mentioned below. The bidding document will be sent electronically or to be collected from the PTML Project Coordination Unit.

Bids must be submitted to the address below no later than October 16, 2026 at 10:00 AM, (Madagascar time). Electronic submission of bids will not be permitted. Late bids will not be accepted.

The outer envelopes of the Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' representatives and any person choosing to be present at the address mentioned below immediately after the bid submission deadline. All envelopes marked "FINANCIAL PART SECOND ENVELOPE" must remain unopened and will be kept in a safe place by the Purchaser until the second public opening. All bids must include a Bid Security, in the amounts of: Lot 01: three thousand eight hundred dollars (3,800 USD) or its equivalent in a freely convertible currency and Lot 02: nine thousand seven hundred dollars (9,700 USD) or its equivalent in a freely convertible currency.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the selected Bidder, as part of the Notification of Intention to Award the Contract, using the Beneficial Ownership Disclosure Form as included in the bidding document.
