The Régie de Production et de Distribution d'Eau et d'Electricité (REGIDESO) invites sealed bids from eligible Bidders for the Optimisation of the operation of the equipment of the raw water pumping station SP1 and the treated water pumping station of the Lake Tanganyika plant SP2. The execution periods are six (06) months for the execution of the works and the commissioning of the installations as well as twelve (12) months of warranty.

The Employer's requirements are described in Part 2 of the Bidding Document. The procedure will be conducted by international competitive bidding using a Request for Bids (RFB) as defined in the "World Bank Procurement Regulations for IPF Borrowers, sixth edition, February 2025 ("Procurement Regulations"), and is open to all eligible Bidders; Bids will be evaluated in accordance with the evaluation process defined in the bidding document. The following weightings will apply to the scored criteria (including technical and non-price factors): 70% and for the cost of the Bid: 30% Interested and eligible Bidders may obtain information from the Régie de Production et de Distribution d'Eau et d'Electricité (REGIDESO) and inspect the Bidding Documents at the address mentioned below during office hours from Monday to Friday from 08h00 to 12h30 and from 14h00 to 17h30, local time of Bujumbura (GMT+2).

The Bidding Document in French may be purchased by any interested and eligible Bidder upon submission of a written application to the address below against a non-refundable payment of Two Hundred and Fifty US Dollars (US$ 250.00) or the equivalent in local currency or another freely convertible currency. The payment method shall be 50% of the amount to be deposited into account 04104582335 and 50% of the amount into account No. CC10003 (Sub-account Transit non-tax revenues) opened at the Bank of the Republic of Burundi, respectively in the names of PAEPA REGIDESO IDA and the Burundi Revenue Authority (OBR).

The document will be sent by airmail (via DHL) upon payment of shipping costs or by electronic mail for foreign bidders who so wish, or can be collected directly from the offices of the Régie de Production et de Distribution d'Eau et d'Electricité (REGIDESO) / Potable Water Supply and Sanitation Project (PAEPA) for bidders residing in Burundi. Bids must be delivered to the address below no later than the time and date October 06, 2026, 15h00, local time of Bujumbura (GMT +2). Electronic procurement will not be permitted.

Late bids will be rejected. The outer envelopes marked "ORIGINAL BID", and the inner envelopes marked "PARTIE TECHNIQUE" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below at 15 hours 15 minutes. The envelopes marked "PARTIE FINANCIERE" will remain unopened and will be kept in a safe place by the Employer until the second public bid opening session.

Bids must be accompanied by a Bid Security Declaration.
