TD-CDTP-546154-GO-RFB Issued on: August 10, 2026 The Government of the Republic of Chad has received financing from the World Bank to finance the Chad Digital Transformation Support Project (PATN), and intends to use part of this financing to make payments under the Contract: Security equipment: - firewall; Intrusion Prevention/Detection System (IPS/IDS); - Network Security Probe (NDR - Network Detection and Response); - NAC (Network Access Control); Antivirus/Antimalware; - DLP (Data Loss Prevention).

N0007/PWPM/MTENDA/SE/SG/PATN/SPM/2026[1][2]. For this contract, the Borrower shall use the Direct Payment disbursement method, as defined in the World Bank Disbursement Guidelines for Investment Project Financing, except for payments for which the contract provides for the use of documentary credit. The Chad Digital Transformation Support Project solicits closed bids from eligible bidders having the required qualifications for the acquisition of security equipment: - firewall; - Intrusion Prevention/Detection System (IPS/IDS); - Network Security Probe (NDR - Network Detection and Response); - NAC (Network Access Control) Antivirus/Antimalware; - DLP (Data Loss Prevention).

Procurement will be conducted through International Competitive Bidding (ICB) as defined in the World Bank’s “Procurement Regulations for IPF Borrowers: Goods, Works, Non-Consulting and Consulting Services, dated February 2025”, and is open to all eligible bidders as defined in said Regulations and open to all eligible bidders as defined in said Regulations. Bids will be evaluated in accordance with the evaluation process defined in the bidding document. The following weightings will apply to scored criteria (including technical and non-price factors): 70/100 and for the cost of the Bid: 30/100.

Tel: (+235) 85 80 74 10/90 40 05 98 N'Djamena - Chad, from Monday to Thursday from 7:30 a.m. to 3:30 p.m. and every Friday from 7:30 a.m. to 12:00 p.m. Interested and eligible bidders may obtain a complete bidding document in French upon written request to the address mentioned below and against a non-refundable payment of One Hundred and Fifty Thousand CFA Francs (150,000 FCFA).

Foreign bidders who wish to use the transfer system as a means of payment to acquire the Bidding Document must do so in the name of the Principal Accountant of UGP-PATN, Mr. TIGUELE PAKOUARE BRUNO. The written request made by the bidder must be accompanied by proof of transfer to the address contact@patn.td.

Bids must be submitted to the address below at the latest on 18/09/2026 at 10:00 a.m. local time. Electronic submission of bids will not be permitted. Late bids will be rejected.

The outer envelopes of Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of Bidders' representatives and anyone choosing to be present at the address mentioned below at 10:30 a.m. All envelopes marked "FINANCIAL PART SECOND ENVELOPE" must remain unopened and will be kept in a safe place by the Purchaser until the second public opening. All bids must be accompanied by a Bid Security in the amount of Twenty-Two Million (22,000,000) CFA Francs XAF.

NB: The reference date for the applied exchange rate will be 28 days prior to the deadline for bid submission, and no later than the specified bid validity expiration date. The bid security shall remain valid for twenty-eight (28) days after the expiration of the bid validity period. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the selected Bidder, as part of the Notification of Award of Contract, using the Beneficial Ownership Disclosure Form as included in the bidding document.
