No. of the RFP: 130/C3/G/MOSAP3/242 The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Smallholder Agriculture Transformation Project (MOSAP 3), and intends to apply part of the funds for payments under the contract for the Hiring of a printing company for the production of manuals and all training, information and communication materials, SAS, etc. for the PIU and EPIPs. For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for payments for which the contract provides for them to be made through a letter of credit. The process will be conducted under national public bidding, using a Request for Proposals (RFP), as specified in the World Bank's "Procurement Regulations for IPF Borrowers" [Ed. November 2020 ("Procurement Regulations")], and is open to all eligible bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information during office hours from 08:00 to 15:30 at the address indicated below.

The Bidding Document in Portuguese can be acquired by interested bidders upon presentation of a written request to the address indicated below and upon payment of a non-refundable fee, equivalent in AOA to USD 150.00 (one hundred and fifty North American dollars). The payment method will be by bank transfer (Account No.: 274988173 30 002; IBAN AO06 0006 0000 7498 8173 3029 3) or certified check. The document will be sent by email upon confirmation of payment.

Proposals must be delivered to the address below on or before September 11, 2026, at 14:00 (Luanda time). Electronic submission of proposals will not be permitted. Late proposals will be rejected.

Proposals will be opened publicly in the presence of the Bidders' designated representatives and any person who decides to attend, at the address below, on September 11, 2026. All Proposals must be accompanied by a Proposal Securing Declaration. Attention is required to the Procurement Regulations which require the Borrower to disclose the beneficial ownership of the selected bidder, as part of the contract award notice, using the beneficial ownership disclosure form included in the Bidding Documents.
